Why do I not have access to some Pixel Pass challenges and rewards?

In order to have access to other challenges, you need to buy Pixel Pass bundles for Pixel Pass Tickets.

Pixel Pass and Pixel Pass Premium bundles are available only for one season. They cannot be carried from the current season to the next one.
