Weapons may be locked because you have not reached the required level yet. Level up, and new guns will appear.
Besides, some of the weapons are only obtainable through limited-time events such as Lottery Sets, Pixel Pass, Lucky Board, and Special Events of the Season. Additionally, you can get weapons in Tournaments and Clan Wars.
